If you are commissioning a website in Dubai, the CMS question usually arrives late and badly explained. An agency says "we'll build it on WordPress" or "we use our own custom CMS", and unless you push, that is the whole conversation. It shouldn't be. The CMS decides who can update your site, what it costs you every year, and how much leverage your agency has over you if the relationship ends.
We have built on both for UAE businesses since 1999. Here is the honest comparison, including the cases where we recommend against what we sell.
The short answer
For most Dubai businesses, WordPress is the right choice. It runs roughly 43% of all websites, any developer in the UAE can maintain it, and you are never locked to one agency. Choose a custom CMS only when you have a genuine requirement WordPress handles badly โ complex booking logic, an ERP or CRM integration, Arabic-first multilingual workflows, or unusual data structures.
Hosted builders like Wix and Squarespace suit very small brochure sites, but they cap your SEO ceiling and you cannot take the site with you.
What a CMS actually decides
A content management system is the admin panel behind your website โ where you edit text, swap images, publish blog posts and add pages without a developer. That sounds like a convenience feature. In practice it determines four things that cost real money:
- Who can update the site. With a good CMS, your own staff do it in minutes. Without one, every text change is a billable developer task.
- Who can maintain it. A common CMS means any competent developer can pick it up. A proprietary one means only the agency that built it.
- What it costs annually. Licences, plugin subscriptions and hosting requirements vary enormously between platforms.
- Whether you can leave. This is the one businesses discover too late.
WordPress
WordPress is open-source, free to licence, and the default choice for good reason.
Where it wins: you own everything. There is no licence fee and no vendor lock-in โ if you are unhappy with your agency, you hand the login to another one and the site keeps working. The plugin ecosystem covers almost any standard requirement without custom development, and the editor is familiar enough that most staff need very little training. For SEO it is excellent out of the box, with mature tools for meta tags, schema markup, sitemaps and page speed.
Where it struggles: that same plugin ecosystem is the main source of problems. Sites accumulate twenty or thirty plugins, each one a potential security hole and a drag on load time. WordPress needs genuine maintenance โ core, theme and plugin updates, ideally monthly. Neglected WordPress sites get compromised, and most of the "WordPress is insecure" reputation traces back to sites nobody updated for two years rather than to WordPress itself.
It is also a poor fit when your logic is genuinely unusual. Forcing a complex multi-branch booking system or a deep inventory integration into WordPress produces something fragile.
Custom CMS
A custom CMS is built specifically for your business, typically on a framework like Laravel.
Where it wins: the admin panel contains exactly what you need and nothing else, which makes it genuinely easier for non-technical staff โ no hunting through settings pages that do not apply to you. There is no plugin bloat, the attack surface is far smaller, and complex business logic can be modelled properly instead of bent into a plugin's assumptions. Integrations with an ERP, a CRM or a payment gateway are built directly rather than through a connector that may stop being maintained.
Where it struggles: it costs more upfront, and the agency that built it has real leverage over you. Any new feature is custom development โ there is no plugin directory to pull from. If the agency disappears, you need a developer willing to learn someone else's codebase, which is harder and more expensive than finding a WordPress developer.
This is the honest risk, and it is why we ask three questions before recommending a custom build: does your requirement genuinely exceed WordPress, will you need new features regularly, and do you have a documented handover if the relationship ends? If the answer to the first is no, WordPress is the better business decision even though a custom build is the larger invoice.
Hosted builders โ Wix, Squarespace, Shopify
These bundle the CMS, hosting and templates into a monthly subscription.
They are reasonable for a very small brochure site, a personal portfolio, or testing an idea before committing budget. Shopify specifically is a strong choice for straightforward retail ecommerce.
The limits matter for a growing business. You pay monthly forever, with no asset at the end. Technical SEO control is restricted in ways that cap your ranking ceiling against competitors on WordPress. Customisation stops where the platform decides. And you cannot export a Wix or Squarespace site to another host โ if you outgrow it, you rebuild from scratch.

CMS hosting in Dubai โ the part most quotes skip
A CMS is only as good as what it runs on, and this is where UAE businesses are most often sold the wrong thing. Cheap shared hosting will run WordPress, but slowly, and page speed is a ranking factor as well as a conversion factor.
For a CMS site serving UAE customers, the things that actually matter are:
- Server location or CDN coverage near the UAE. A server in the US adds latency on every request. Either host regionally or put a CDN in front.
- A current PHP version with adequate memory. PHP 8.1 or newer, 256MB or more. Underpowered hosting is the single most common cause of a "slow WordPress site".
- Automated daily backups you can actually restore. Ask to see a restore, not a backup setting.
- Free SSL, renewed automatically. Standard now; if it is an upcharge, question the provider.
- Staging, for anything business-critical. Testing plugin updates on the live site is how sites go down on a Sunday.

What CMS development costs in Dubai
Our own packages run from AED 499 to AED 2,499, with larger custom builds quoted up to AED 4,999, and every package includes a free domain and free first-year hosting. Across the wider UAE market, a WordPress business site typically lands between AED 5,000 and AED 20,000, and a genuine custom CMS build starts around AED 25,000 and rises with complexity.

One figure to hold on to: budget 15โ20% of the build cost annually for hosting, maintenance and updates. A quote that does not mention ongoing costs is not a complete quote.
Moving an existing site to a new CMS
Migration is routine, and far less disruptive than most businesses expect. Content, images and page structure transfer. The part that needs care is SEO: every old URL needs a 301 redirect to its new equivalent, or you lose the rankings you have already paid for. This is the most common way a redesign damages a business โ the site looks better and the traffic halves.
Expect one to three weeks for a standard business site, with the live site untouched until the new one is signed off.
How to choose
Work through these in order:
- Does your site need unusual logic? Complex bookings, ERP or CRM integration, unusual data relationships, Arabic-first workflows. If yes, consider custom. If no, WordPress.
- Will your own staff update the site? If yes, insist on seeing the admin panel before you sign. A demo of the actual editor tells you more than any proposal.
- How long do you expect this site to last? Under two years, a hosted builder may be rational. Longer, and you want to own the asset.
- What happens if you change agency? Ask directly. Get the answer in writing. A good agency will answer plainly; a bad one will change the subject.
